Amends Section 12 of H.B. 197 to authorize public body members to hold and attend meetings and hearings via teleconference, video conference, or similar electronic technology during the COVID-19 emergency declared by Executive Order 2020-01D on March 9, 2020.

Actions and resolutions conducted via electronic technology have the same effect as in-person meetings, and members attending electronically are considered present, may vote, and count toward establishing a quorum.

Requires public bodies to provide at least 24 hours advance notice of electronic meetings and hearings to the public and media by reasonable methods, except in emergencies requiring immediate action.

Mandates public bodies provide public access to electronic meetings and hearings through methods such as live-streaming, internet, radio, television, or call-in information, ensuring the public can observe and hear all discussions.

Authorization expires upon termination of the emergency declared by Executive Order 2020-01D or December 1, 2020, whichever occurs first.
