Extends the deadline for persons to take action to maintain license validity from December 1, 2020 to December 1, 2021, during the COVID-19 emergency declared by Executive Order 2020-01D.

Allows licenses that would otherwise expire during the emergency period to remain valid until December 1, 2021, or ninety days after the emergency ends, whichever is sooner.

Prohibits state agencies and political subdivisions from taking disciplinary action against persons who delay license maintenance actions due to the emergency extension.

Extends concealed handgun licenses expiring between March 9, 2020 and June 30, 2021 to the later of ninety days or June 30, 2021, with those licenses remaining valid during the extension and thirty-day grace period.

Declares the act an emergency measure necessary for immediate preservation of public peace, health, and safety in response to the COVID-19 pandemic, effective immediately.
