Requires each county recorder to provide electronic methods for recording instruments and electronic access to recorded documents by January 1, 2024, with electronic indexes for all instruments recorded since January 1, 1980.

Establishes a $10 document preservation surcharge on recording fees, with $5 deposited to the county general fund and $5 to the housing trust fund.

Increases recording fees for living wills and health care powers of attorney from fourteen to seventeen dollars (base fee and housing trust fund fee each).

Increases recording fees for certain personal property instruments from twenty-eight to thirty-four dollars for the first two pages.

Appropriates $15,000,000 in fiscal year 2021 for grants to counties to implement electronic recording requirements under the County Recorder Electronic Record Modernization Program.
