Allocates 7% of wireless 9-1-1 charges to the MARCS (multi-agency radio communications system) administration fund instead of the wireless 9-1-1 government assistance fund.

Reduces the percentage deposited to the wireless 9-1-1 government assistance fund from 97% to 90% of wireless 9-1-1 charges collected.

Requires all state or local entities (state agencies, political subdivisions, law enforcement, fire departments, emergency medical services) to use MARCS as their digital radio communications system within 5 years of the bill's effective date.

Creates the MARCS administration fund to receive user fees and wireless 9-1-1 charges for MARCS operations and infrastructure maintenance.

Directs the Department of Administrative Services to work with state agencies to identify state resources and funding for expanding communications and broadband access throughout Ohio.
