Enacts the "Forming Open and Robust University Minds Act" (FORUM Act) to protect free speech and expressive activities on Ohio college and university campuses that receive state funding.

Prohibits state institutions of higher education from restricting noncommercial expressive activities on campus unless conduct is unlawful or materially and substantially disrupts the institution's functioning.

Designates outdoor areas of campuses as public forums and prohibits creation of "free speech zones"; allows only reasonable, viewpoint-neutral time, place, and manner restrictions that provide ample alternative means of expression.

Requires institutions to adopt harassment policies consistent with statutory definitions, publish free expression policies publicly, and submit reports to the governor and legislature detailing any barriers to or incidents disrupting free expression.

Waives state sovereign immunity and allows campus community members to sue institutions for violations in federal court, with minimum damages of $1,000 if violations are found; establishes one-year statute of limitations with possible extensions for just cause.
