• Modifies Educational Choice Scholarship program eligibility by expanding conditions for student qualification and raising family income threshold from 200% to 300% of federal poverty guidelines for expansion scholarships.

• Restricts first-time scholarship awards for 2020-2021 through 2022-2023 school years for students assigned to buildings receiving "A," "B," "C," or certain "D" grades.

• Requires state universities to conduct biennial reviews of disenrolled students with 45+ credit hours and 2.0+ GPA to identify those eligible or close to eligible for associate degrees.

• Establishes requirement for state universities to waive fees for one necessary course to complete bachelor's degree for eligible students unable to register in their final year due to course unavailability or circumstances beyond their control.
