State Board of Education and Department of Health shall develop an instructional program regarding the humanity of the unborn child for optional adoption by school districts and nonpublic schools, with accurate information on anatomical and physiological characteristics at 18 specific gestational intervals from 1-2 weeks through 38-40 weeks.

State Board of Education and Department of Health cannot consult with organizations that provide abortions when developing materials; school employees cannot refer students to abortion providers.

Department of Health shall create a pregnancy and child services database listing public and private agencies offering pregnancy support and adoption services, accessible on the department's website and indexed geographically.

All facilities in the state with public restrooms (educational settings, health care facilities, and retail food establishments) must display a statement in public restrooms directing pregnant women to resources that help carry pregnancies to term and assist with adoption.

Appropriates $500,000 for fiscal year 2020 and $500,000 for fiscal year 2021 to the Department of Health for developing instructional programs, databases, and educational materials on fetal development and pregnancy alternatives.
