Urges the federal government to designate transnational drug cartels as foreign terrorist organizations under Section 219 of the Immigration and Nationality Act (8 U.S.C. 1189).

Identifies drug cartels as controlling the flow of opioids, heroin, methamphetamine, and cocaine into the United States and Ohio, and maintaining territorial influence over regions used for drug cultivation, production, and transportation.

Cites drug cartels' responsibility for human trafficking operations in the United States, particularly in Ohio, as part of their criminal activities.

States that opioid abuse, including fentanyl, and human trafficking constitute direct threats to Ohio's economy, well-being, and vitality.

Directs the House Clerk to transmit copies of the resolution to the U.S. House Speaker and Minority Leader, U.S. Senate President Pro Tempore and Minority Leader, Ohio's congressional delegation, and Ohio news media.
