Urges the Ohio Governor to declare a State of Emergency on Childhood Trauma to increase public knowledge about identifying and treating post-traumatic stress disorders in children.

Cites 2017-2018 data showing more than 500,000 Ohio children experienced one or more adverse childhood experiences (such as parental incarceration, domestic violence, or living with substance abuse), and over 400,000 experienced two or more.

Identifies six key principles for trauma-informed care: safety, trustworthiness and transparency, peer support, collaboration and mutuality, empowerment and voice, and cultural and historical awareness.

Emphasizes that racism, poverty, and systemic oppression disproportionately impact vulnerable and marginalized children, including African Americans, Native Americans, and Hispanic/LatinX children.

Calls for law enforcement, juvenile justice, substance use treatment providers, education systems, and social service networks to receive training on trauma-informed and trauma-responsive care practices.
