• Urges Congress to enact the American Miners Act of 2019 (S. 27) to provide federal support for retired coal miners' pensions and health care benefits.

• The American Miners Act would amend the Surface Mining Control and Reclamation Act of 1977 to supplement the 1974 United Mine Workers of America Pension Fund, safeguarding pensions for 87,000 current beneficiaries and 20,000 retirees with vested pensions.

• Extends the Black Lung Disability Trust Fund tax for ten years to provide health care and benefits to more than 25,000 miners and their dependents.

• Acknowledges that more than 105,000 miners have been killed on the job and more than 100,000 have died from coal workers' pneumoconiosis (black lung disease) in the last century.
