Requires signatures from at least 10% of electors of all fifty-three Ohio counties to support a constitutional amendment by initiative petition, rather than the current method.

Establishes that initiative petitions must include signatures from each of fifty-three counties, with each county requiring signatures from not less than 10% of that county's electors.

Makes gender-neutral language substitutions in Section 1g of Article II (replacing "his" with "the signer's," "himself" with "the signer's self," and "he" with "the circulator") without changing substantive constitutional meaning.

Maintains existing procedures for petition sufficiency determination, Ohio Supreme Court jurisdiction over challenges, timeline deadlines for challenges and rulings, and the right to file supplemental signatures within ten days if petition is found insufficient.

Scheduled for submission to Ohio voters at the general election on November 5, 2019, requiring approval by majority of electors voting on the proposal to take effect.
