Proposes constitutional amendment to be submitted to voters on November 3, 2020, adding Section 12 to Article XV of Ohio Constitution restricting foreign ownership of critical infrastructure.

Defines "alien entity" as any corporation created under foreign laws or with principal business in a foreign nation where nonresident aliens or alien investors hold at least 51% ownership or any ownership providing access to nonpublic technical information, board membership, or substantive decision-making authority.

Prohibits alien entities from holding any ownership interest in critical infrastructure including electric generating facilities (50+ megawatts), electric transmission lines (100+ kilovolts), water treatment facilities, and intrastate pipelines.

Requires all corporations owning critical infrastructure to file information with Ohio Secretary of State (including foreign owners' names, addresses, and citizenship) and pay $5 filing fee; Secretary must notify identified alien entities to divest all critical infrastructure interests within one year.

Allows entities to request mistake of fact hearing to contest alien entity determination; Secretary of State must adopt administrative rules implementing the section; amendment takes effect immediately upon voter approval.
