OH HJR3

Proposes amendment to Section 1 of Article V of the Ohio Constitution to allow individuals to register to vote on Election Day and vote in that same election.

Removes the 30-day pre-election registration requirement, allowing registration "at any time, including on the day of the election in which the person wishes to vote."

Requires three-fifths majority approval by the General Assembly and submission to Ohio voters at the November 5, 2019 general election.

Maintains existing provisions that electors who fail to vote in at least one election during any period of four consecutive years shall cease to be electors unless they register again.

Includes gender-neutral language changes clarifying these amendments are non-substantive restatements of existing constitutional provisions.
