Notes Ohio needs $12.2 billion for drinking water system upgrades, $14.6 billion for wastewater system upgrades, and nearly 7% of the state's bridges are structurally deficient.

Proposes a National Infrastructure Bank capitalized by existing Treasury debt would invest $4 trillion into infrastructure projects, create 25 million high-paying Davis-Bacon wage jobs, and raise productivity to 3-5% annually.

Directs the House Clerk to transmit copies of the resolution to Ohio's congressional delegation, the President, and Ohio news media.
