Adopts Rule 42A to allow Ohio House committee chairpersons to conduct meetings via teleconference, video conference, or similar electronic technology during a governor-declared emergency

Grants members attending electronically the same rights as in-person members, including the ability to vote and be counted for quorum purposes

Requires chairpersons to notify the public and media of emergency meetings at least 24 hours in advance by reasonable methods, with exceptions for immediate action emergencies

Mandates public access to virtual meetings through live-streaming, internet, radio, television, cable, public access channels, or other electronic means

Requires chairpersons to establish electronic means using widely available equipment to converse with witnesses and receive documentary testimony and physical evidence during virtual meetings
