Adopts Rule 125 permitting the Ohio House Speaker to conduct sessions by teleconference, video conference, or similar electronic technology during a declared emergency

Actions taken during electronic sessions have the same legal effect as if conducted during an open in-person meeting of the House

Members attending remotely are considered present for purposes of voting and establishing a quorum

Speaker must notify the public and requesting media of emergency sessions at least 24 hours in advance by reasonable methods, except when immediate action is required

Speaker must provide public access to virtual sessions through live-streaming, internet, radio, television, cable, public access channels, or other electronic means allowing the public to hear and observe all members' discussions and deliberations
