Requires state agencies to reduce regulatory restrictions in rules by 30% by December 31, 2022, according to a phased schedule (10% by December 31, 2020; 20% by December 31, 2021)

Agencies must create base inventories of existing regulatory restrictions by December 31, 2019, and submit annual progress reports to the Joint Committee on Agency Rule Review

Department of Health orders are limited to 14-day effectiveness periods unless approved for extension by the Joint Committee on Agency Rule Review with majority vote including support from at least 3 representatives and 3 senators

Establishes the "Cut Red Tape System" website allowing public to request information about regulatory restrictions and communicate with the Joint Committee about reducing regulations

Prohibits state agencies from adopting new regulatory restrictions unless simultaneously removing at least two existing restrictions until the 30% reduction target is achieved
