Establishes state medical board licensing for massage therapists as a limited branch of medicine, replacing local township-based licensing systems.

Requires all massage therapy performed in massage establishments to be provided by individuals licensed by the state medical board or by other health professionals (physicians, nurses, chiropractors, physical therapists, occupational therapists, athletic trainers, barbers, or cosmetologists) when massage is incidental to their licensed practice.

Prohibits massage therapy involving sexual or genital contact, including restrictions on touching, exposure, or use of mechanical devices on sexual/genital areas; violators are guilty of misdemeanor charges.

Restricts advertising of massage services that suggest or promise sexual activity as a first-degree misdemeanor.

Repeals previous sections 503.45 and 503.46 governing local township massage licensing and creates new section 503.411 establishing state-level regulatory requirements and credentialing standards.
