Applies to school districts that had an academic distress commission established in 2013 and a new commission established after October 15, 2015.

Allows the board of education to appoint the district treasurer according to section 3313.22, with the treasurer serving as chief fiscal officer and vacancies filled by the original appointing method.

Restructures the academic distress commission to consist of five members: two appointed by the state superintendent (one county resident), one teacher appointed by the district board, and two appointed by the municipality mayor where the district is located.

Requires the commission to conduct annual performance evaluations of the chief executive officer and submit to the district board, with the board able to request up to three additional evaluations per year.

Mandates the chief executive officer to make quarterly reports to the district board on progress toward the transition period and requires annual performance audits by the auditor of state and site evaluations by the department of education.
