Amends section 505.172 of the Revised Code to expand township authority to regulate noise in unincorporated areas, including noise from premises with a D liquor permit and residential zones.

Exempts activities listed in section 1.61 of the Revised Code, coal mining and reclamation operations, surface mining, and crude oil or natural gas drilling and pipeline operations from township noise regulations.

Establishes violation penalties of a second-degree misdemeanor with fines paid to the township general revenue fund, and permits civil actions for declaratory judgment, injunction, or other relief.

Authorizes law enforcement officers to issue cease-and-desist orders against premises with D liquor permits causing substantial and material harm, requiring court confirmation within ten days or automatic termination.

Limits township enforcement authority to premises with D liquor permits that are located within the unincorporated territory of that township.
