Prohibits persons under 21 years old from entering establishments with A-1-A, A-1c, A-2, A-2f, A-3a, or D-class permits where beer and intoxicating liquor sales exceed 60% of total gross receipts in any given year.

Prohibits owners and operators of such establishments from allowing underage persons to enter.

Maintains existing exceptions allowing underage persons to possess or consume alcohol when supervised by a parent, spouse who is not underage, or legal guardian, or when given by a physician or for established religious purposes.

Establishes diversion program eligibility for minors charged with violating underage drinking provisions, with court authority to dismiss complaints and seal records upon successful completion.

Requires hotel, inn, cabin, and campground operators to provide written notice of these provisions to persons engaging accommodations.
