State Board of Education must develop and adopt health education standards for kindergarten through grade twelve by July 1, 2020, using the same methodology as other academic content areas.

State Board of Education cannot adopt or revise venereal disease education standards or curriculum unless approved by concurrent resolution of both houses of the General Assembly, with at least one public hearing required before a vote.

Each school district and school may develop its own venereal disease education curriculum emphasizing abstinence, in accordance with state minimum standards.

Venereal disease education must emphasize abstinence as the only 100% effective protection against unwanted pregnancy and sexually transmitted diseases, and must cover topics including abstinence until marriage, physical and psychological side effects of sexual activity, and adoption as an option.

Superintendent of Public Instruction cannot approve waivers of venereal disease education requirements or related state board rules.
