Transfers administration of the Pay for Success Contracting Program from the Director of Administrative Services to the Treasurer of State

Redefines "service intermediary" to mean any person or entity entering into a pay for success contract, rather than limiting it to specific nonprofit organizations

Expands program purposes to include delivery of specified services benefiting the state, political subdivisions, or groups of subdivisions in areas such as education, public health, criminal justice, or natural resource management

Establishes three dedicated funds in state treasury to hold moneys for pay for success contracts: state pay for success contract fund, federal pay for success contract fund, and local government pay for success contract fund

Relocates pay for success contracting provisions from sections 125.66 and 125.661 to new sections 113.60, 113.61, and 113.62 of the Revised Code
