Eliminates specific application deadlines for the Educational Choice Scholarship Program, allowing applications year-round instead of designated dates.

Adds new eligibility pathways for scholarships under section 3310.03(F), including students with siblings receiving scholarships, children of armed forces members, students in foster care, and students previously enrolled in nonpublic schools without scholarships.

Modifies scholarship amounts: increases maximum scholarships for kindergarten through 8th grade from $4,650 to $6,650, and for grades 9-12 from $5,900-$6,500 to $7,500 depending on school year.

Establishes income-based scholarship reductions for the expansion program (3310.032): students with family income between 200-400% of federal poverty guidelines receive reduced scholarships (75% or 50% of full amount), with eligibility ceasing above 400%.

Effective July 1, 2020, applies first to the 2020-2021 school year and requires the Department of Education to implement changes and determine student eligibility prior to implementation.
