Prohibits health plan issuers and pharmacy benefit managers from requiring cost-sharing amounts greater than the uninsured price of a drug or directing pharmacies to collect such amounts.

Allows pharmacists and pharmacy employees to provide patients with information about cost-sharing requirements and notify patients when cost-sharing exceeds the uninsured drug price.

Prohibits health plan issuers and pharmacy benefit managers from penalizing or imposing fees on pharmacies for providing cost-sharing information to patients.

Applies cost-sharing restrictions and patient information disclosure requirements to Medicaid recipients and programs administered by pharmacy benefit managers.

Requires health insurers, health insuring corporations, and sickness and accident insurers to comply with the bill's cost-sharing and transparency requirements for pharmacy services and health benefit plans entered into or amended on or after the effective date.
