Creates new criminal offense of "aggravated bullying" as a third-degree misdemeanor, prohibiting students from knowingly causing another student to believe they will suffer serious emotional or physical harm.

Requires school districts to implement a tiered disciplinary system for harassment, intimidation, or bullying violations progressing from warning to referral for criminal prosecution on the sixth violation.

Mandates each school district establish a diverse peer mediation team in every school building to address second violations of the anti-bullying policy.

Requires all students receive annual age-appropriate instruction on preventing harassment, intimidation, and bullying, and mandates districts send written statements about policies and consequences to parents annually.

Grants immunity from civil liability to school employees, students, and volunteers who report incidents of harassment, intimidation, or bullying in good faith and in compliance with district policies.
