S.B. No. 147 Summary

• Creates the Ohio School Marshal Program administered by the Department of Public Safety with a chief school marshal appointed by the director and 16 regional school marshals organized by educational service center regions.

• Establishes eligibility requirements for school marshals: must be a licensed peace officer or military veteran, and must meet additional qualifications prescribed by rule.

• Designates regional school marshals to assist school administrators with emergency management plans, security protocols, tactical training, and coordination with law enforcement upon request.

• Requires all school administrators to develop comprehensive emergency management plans including threat protocols, evacuation procedures, floor/site plans, and to conduct at least one quarterly emergency management test with notification to regional school marshals.

• Adds school marshals to the list of personnel required to complete annual firearms requalification training and ensures emergency management plans are classified as security records exempt from public disclosure.
