Modifies penalties for operating a motor vehicle without proof of financial responsibility by changing suspension classifications (reduces class F to class C E for second violation, class C E to class B D for third or subsequent violation within five years)

Requires Lima Municipal Court to establish the State-assisted Financial Compromise Program, a pilot program operating from July 1, 2019 through December 31, 2019, allowing eligible applicants to pay $500 to waive remaining driver's license reinstatement and court fees

Eligible applicants must have a suspended license from specific misdemeanor offenses (excluding those involving deadly weapons), have completed all other court-ordered sanctions, and owe at least $1,000 in reinstatement and court fees

Appropriates $50,000 from the General Revenue Fund to create a Driver's License Restoration Fund, with the Bureau of Motor Vehicles authorized to use $500 per eligible program participant

Requires Lima Municipal Court to submit a report to the Ohio General Assembly and Supreme Court within 90 days of program termination detailing the program's effects
