Requires SNAP electronic benefit transfer (EBT) debit cards to include a color photograph of at least one adult household member on the front and fraud reporting information on the back

Exempts households with no adult members or where all adults are age 60+, blind, disabled, victims of domestic violence, or have religious objections to photography; allows voluntary participation by exempted adults

Mandates the Ohio Department of Job and Family Services develop an implementation strategy within one year, with new cards complying within six months and existing cards replaced within twelve months

Authorizes the Bureau of Motor Vehicles to disclose driver photographs and digital images to the Department of Job and Family Services for purposes of issuing compliant SNAP cards

Requires the Department to mail EBT cards containing benefits to eligible households immediately upon certification of need, with cards subject to the new photograph and fraud reporting requirements
