Appropriates funds for the Bureau of Workers' Compensation for the single month period from July 1, 2019 through July 31, 2019.

Allocates one-twelfth of each appropriation item's 2019 fiscal year expenditure levels, accounting for Controlling Board actions and executive budget reductions.

Prohibits the Bureau from expending money on new programs or program expansions except as required by law.

Makes appropriations cumulative with any subsequent appropriation act of the 133rd General Assembly.

Exempts the act from referendum under Ohio Constitution Article II, Section 1d and takes effect immediately upon enactment.
