Establishes grounds for denying or revoking contractor registration including fraud, gross malpractice, criminal convictions, tax violations, and failure to maintain required insurance.

Allows the board to impose fines up to the contract price plus administrative costs for violations and provides consumers the right to cancel contracts within three business days or three days after insurance claim denial.
