Requires most Ohio motor vehicles to display two license plates (front and rear), with specific exceptions for motorcycles, trailers, manufactured homes, and certain commercial vehicles.

Establishes fees for license plate issuance: $7.50 per set of two plates or $6.50 per single plate, to be deposited into the public safety - highway purposes fund.

Mandates county identification stickers be issued and displayed on license plates to identify the county of vehicle owner residence.

Specifies that violations of license plate display requirements are minor misdemeanors, with front-plate violations for parked vehicles subject to a maximum $100 fine.

Repeals previous sections 4503.19, 4503.193, 4503.21, 4503.23, and 4549.10 and Section 812.40 of H.B. 62 to reinstate the two-plate requirement.
