Prohibits law enforcement, court, and corrections officials from using shackles, handcuffs, or other physical restraints on pregnant women and female minors who are charged, convicted, or adjudicated offenders during pregnancy, labor, delivery, and up to six weeks postpartum

Allows restraint only when the individual poses a serious threat of physical harm, security risk, or flight risk, and requires officials to first contact a treating health care professional who does not object to the restraint type and duration

Prohibits leg, ankle, or waist restraints under any circumstances for pregnant or postpartum women and minors in custody, even when other restraints are permitted

Violations constitute interfering with civil rights, a first-degree misdemeanor, and victims may bring civil actions to recover punitive damages, attorney's fees, and litigation costs against the official and/or employing agency

Requires the Ohio Attorney General to provide training materials to law enforcement, court, and corrections officials on implementing these requirements
