Authorizes townships to issue industrial development bonds, expanding authority previously limited to counties and municipal corporations.

Allows counties, townships, and municipal corporations to issue industrial development bonds directly without designating a community improvement corporation as their agency for industrial, commercial, distribution, and research development.

Modifies the definition of "issuer" in Section 165.01 to include townships as entities that can issue bonds for industrial development projects.

Amends Section 165.03 to clarify that bond issuance procedures apply to townships and removes requirements for agency designation and plan certification in certain circumstances.

Repeals and replaces existing sections 165.01, 165.03, and 715.82 of the Revised Code to implement these changes.
