Requires the Chancellor of Higher Education to create a template for workforce-education partnership programs between colleges, universities, and employers to help students graduate with no student loan debt.

Defines eligible participants as students enrolled at least half-time in degree-granting programs at state institutions or private colleges who are paid employees of participating employers.

Requires the template to include employer participation processes, student eligibility and enrollment procedures, mentor designation guidance, housing stipend processes, and life management and professional skills training availability.

Mandates employers establish educational assistance programs under Internal Revenue Code Section 127 to provide tuition assistance up to the maximum tax-excludable amount while students work for the employer.

Requires colleges and universities to ensure students receive maximum available financial aid in scholarships and grants, and to seek additional funding sources to cover remaining education costs not covered by employer assistance or financial aid.
