Amends section 4509.05 of the Revised Code to modify motor vehicle abstract requirements provided by the Bureau of Motor Vehicles.

Changes accident reporting requirement from "has been involved" to "was involved and was cited or found at fault" during the three-year period prior to request.

Maintains $5 fee collected by the registrar for each certified abstract, with fees deposited into the public safety - highway purposes fund.

Permits deputy registrars to perform abstract searches and furnish certified documents while complying with personal information disclosure requirements and collecting the $5 fee plus an optional service fee.
