Authorizes the Secretary of State to establish a secure online process for electors to submit absent voter's ballot applications through the internet.

Requires the Secretary of State to adopt rules specifying that electors must submit complete applications, be registered and eligible to vote, and attest to the truth of their information under penalty of election falsification.

Mandates identity verification using the applicant's birth date and last four digits of social security number, Ohio driver's license number, or Ohio identification card number.

Requires the Secretary of State to obtain and use the elector's electronic signature from the statewide voter registration database to match against the signature on the absent voter's ballot application.

Obligates the Secretary of State to employ security measures to ensure integrity and accuracy of electronically submitted information, with processing errors not preventing electors from receiving absent voter's ballots.
