Creates Statewide Watershed Planning and Management Program administered by the Ohio Director of Agriculture to improve and protect state watersheds through coordination with soil and water conservation districts.

Establishes at least one watershed planning and management coordinator per watershed region to assist districts in identifying water quality impairment sources, collecting data on best management practices, and developing nine-element plans for federal Clean Water Act funding.

Divides Ohio into seven watershed regions identified by hydrologic unit codes, including Western Lake Erie basin, Central Lake Erie basin, Wabash/Great Miami/Little Miami rivers, Scioto river, Muskingum river, Mahoning river, and Hocking/Ohio river tributaries.

Requires Department of Agriculture to establish a pilot program within 120 days providing funding to farmers, agricultural retailers, and soil and water conservation districts for reducing phosphorus and dissolved reactive phosphorus through equipment, soil testing, nutrient management practices, and drainage management strategies.

Modifies regional water and sewer district provisions to allow persons (not just political subdivisions) to cooperate with districts and expands eligibility for discounted water rentals to include low- and moderate-income persons, not just seniors.
