S. B. No. 200 Summary

• Requires the Ohio Department of Education to develop guidelines for universal screening and intervention for children with dyslexia in consultation with the International Dyslexia Association in Ohio.

• Mandates that beginning in the 2020-2021 school year, all new teachers in grades K-12 in local, city, and exempted village school districts must complete an approved professional development course on dyslexia identification and instructional practices.

• Requires existing special education, English language arts, and literacy teachers to complete ongoing professional development courses on dyslexia on a regular basis as determined by their district board.

• Beginning in the 2020-2021 school year, each school district must establish a structured literacy certification process for K-5 teachers, with graduated staffing requirements: one certified teacher per 200 students by end of 2022-2023, per 150 students by end of 2023-2024, and per 100 students by end of 2024-2025.

• Amends sections 3314.03, 3323.11, 3326.11, and 3328.24 to add references to the new dyslexia professional development requirements for community schools, STEM schools, and college-preparatory boarding schools.
