• Increases county veterans service commission membership from five to nine residents appointed to three-year terms by a judge of the court of common pleas, with the board of county commissioners overseeing administration.

• Five commission members must be appointed from recommendations by the American Legion, Veterans of Foreign Wars, Disabled American Veterans, AMVETS, and Military Order of the Purple Heart or related organizations; four additional members may be appointed at the judge's discretion with at least one being female if available.
