Creates "National Council of Negro Women" license plates in Ohio, allowing vehicle owners to apply through the registrar of motor vehicles.

Requires a $25 contribution per registration and renewal, plus a $10 administrative fee, with contributions deposited into the license plate contribution fund.

Directs all contributions from the license plates to the National Council of Negro Women, Incorporated for educational purposes.

License plates display an appropriate logo and words selected by the National Council of Negro Women and approved by the registrar, plus county identification stickers.

Amends section 4501.21 of the Revised Code to include the new license plate type in the license plate contribution fund structure.
