Requires all Tier II and Tier III sex offenders and child-victim offenders to display special sex offender registration and notification (SORN) law license plates when operating a vehicle in Ohio.

Sentencing courts must issue orders prohibiting registered offenders from vehicular travel unless displaying SORN law license plates or decals, applicable to offenses committed before, on, or after the bill's effective date.

SORN law license plates bear a distinctive fluorescent green background with special serial numbers readily identifiable by law enforcement and remain the same year to year.

Persons may operate employer-owned vehicles without SORN plates if the employer has been notified and the person carries proof, and persons with out-of-state registered vehicles may display SORN law decals instead of plates.

Violations are guilty of a minor misdemeanor under strict liability standards; the registrar shall adopt rules providing for issuance of SORN plates and decals by at least one deputy registrar in each county.
