S.B. No. 224 Summary

• Amends Sections 265.210 and 265.220 of H.B. 166 to provide additional state aid to school districts, joint vocational districts, community schools, and STEM schools for fiscal years 2020 and 2021.

• Allocates up to $40,000,000 annually for special education students and up to $26,400,000 annually to support school choice programs.

• Provides additional payments to eligible school districts with enrolled ADM of 50 or more based on average percentage changes in enrollment between fiscal years 2016-2019, with per-pupil payments of $20 in FY2020 and $30 in FY2021.

• Compensates districts that were subject to aggregate funding caps in fiscal year 2019 by paying the absolute difference between funding calculations before and after the cap limitation for FY2020 and FY2021.

• Eligible capped districts must meet three criteria: subject to the FY2019 limitation, received tax year 2017 homestead property tax relief payments, and had business valuation at least twice the statewide average with effective millage rates at least 1.5 times the state average for FY2018.
