Amends Ohio Revised Code sections 3317.0212 and 3327.01 to require school districts to provide transportation for students in grades 9-12 who live more than two miles from their assigned school, expanding from the previous requirement limited to grades K-8.

Modifies the pupil transportation formula to operate for fiscal years 2020 and 2021, calculating state reimbursement based on statewide transportation costs per student and per mile, with adjustments for district rider density.

Increases pupil transportation appropriations from $527,129,809 to $588,129,809 for fiscal year 2020 and to $608,129,809 for fiscal year 2021 from the General Revenue Fund.

Requires districts to report qualifying ridership (students living more than one mile from school receiving bus service) by October 15 each year, with the Department of Education calculating statewide cost standards excluding the ten highest and ten lowest cost districts.

Establishes payment formulas incorporating both per-student and per-mile transportation costs multiplied by a state share index percentage (25% or greater for fiscal years 2019-2021) and includes a transportation supplement based on rider density.
