Amends section 3513.04 of the Revised Code to allow a primary candidate to become a general election candidate by being appointed to fill a ballot vacancy.

Removes the prohibition that prevented persons who sought party nomination at a primary election from later becoming candidates by filling a vacancy under section 3513.31 at the following general election.

Maintains existing restrictions that prevent primary candidates from becoming candidates through nominating petition, write-in declaration, or vacancy filing for most offices, with exceptions for state board of education, city/local/exempted village school board, educational service center board, and township trustee positions.

Preserves all other requirements for primary candidacy, including filing declarations of candidacy and paying specified fees with the Secretary of State.

Repeals the existing section 3513.04 of the Revised Code in its entirety.
