Amends section 1739.05 and enacts sections 1751.011 and 3923.283 of the Revised Code to strengthen mental health insurance coverage parity requirements.

Requires health insuring corporations, sickness and accident insurers, and health coverage plans to impose identical cost sharing requirements for biologically based mental illnesses and mental or emotional disorders as they do for basic health care services and physical diseases.

Mandates that health care providers considered in-network for basic health care services or physical diseases must also be treated as in-network for mental health and mental illness treatment services if the provider is qualified to deliver such services.

Requires multiple employer welfare arrangements operating group self-insurance programs to comply with all applicable state self-funded program laws, including the new mental health parity provisions.

Repeals existing section 1739.05 of the Revised Code.
