Amends Ohio insurance law to strengthen mental health parity requirements by aligning state law with the federal Mental Health Parity and Addiction Equity Act for health benefit plans and health plan issuers.

Requires health plan issuers to submit annual reports to the superintendent of insurance demonstrating comparable treatment of mental health and substance use disorder benefits versus medical and surgical benefits, including analysis of nonquantitative treatment limitations.

Eliminates prior authorization and step therapy requirements for prescription medications treating substance use disorders and mandates placement of such medications on the lowest tier of drug formularies.

Extends parity requirements to Medicaid managed care organizations through new reporting and enforcement provisions requiring compliance with the same standards as commercial health plans.

Establishes the superintendent of insurance and Medicaid director authority to conduct market conduct examinations and issue annual public reports on parity compliance by health plan issuers and managed care organizations.
