Substitute Senate Bill 259 Summary

• Creates airport development districts that may be established by regional airport authorities, port authorities, or municipal corporations operating qualifying airports to finance public infrastructure improvements and attract airlines

• Establishes requirements for battery-charged fences on private nonresidential property, including monitored alarm system interface, maximum 12-volt battery power, 5-foot perimeter fence, and warning signs at 40-foot intervals

• Modifies property tax complaint procedures, extending the hearing timeline from 90 to 180 days and allowing complaints to be filed by mail with postal service postmarks as evidence of filing date

• Enacts the "Anthony Dia Act" allowing children, spouses, and qualified former spouses of public service officers and armed service members killed in the line of duty to qualify for tuition and fee waivers if they were Ohio residents when the officer/member was killed
