Amends Ohio Revised Code section 2919.25 to increase penalties for domestic violence offenses when the victim is a functionally impaired person.

Elevates violations of division (C) (threats of force) from a fourth-degree misdemeanor to a third-degree misdemeanor when victim is functionally impaired.

Elevates violations of division (A) or (B) (causing or attempting to cause physical harm) from a first-degree misdemeanor to a fourth-degree felony when victim is functionally impaired.

Defines "functionally impaired person" by reference to the definition in section 2903.10 of the Revised Code.

Repeals existing section 2919.25 and replaces it with amended version containing enhanced penalties for offenses against functionally impaired persons.
