Requires the Director of Rehabilitation and Correction to send written notice of noncompliance to jails that fail inspections, specifying areas of noncompliance and ordering compliance within a director-set timeframe.

Allows the department to appoint an outside corrections expert to assist noncompliant jails in remediation efforts.

Establishes a whistleblower hotline operated by the Attorney General for jail employees and contractors to anonymously report conditions violating minimum standards, with protections against retaliation for good-faith reports.

Requires the Director to initiate court action seeking temporary suspension or closure of jails that fail to comply within the specified timeframe.

Creates a five-member jail system improvement study commission to evaluate all aspects of Ohio jail operations and submit recommendations within nine months of the last appointment.
